President ZHANG Zhifen Wins 2018 Governmental Special Allowance of State's Council

Approved by the State Council, Ministry of Human Resources and Social Security recently published 2018 State Council's Special Allowance List. Professor ZHANG Zhifen, President of Hangzhou Women's Hospital and Tutor of Doctors, has won the awards to be Expert of Special Allowance.

State Council's Government Special Allowance is a rewarding system for high-level technicians and skilled talents from the State Council of the People's Republic of China. The winners are honored as Experts of Special Allowance.

ZHANG Zhifen, Ph.D. Professor, Chief Physician and Doctors' Tutor in Department of Gynecology and Obstetrics, President of Hangzhou Women's Hospital (Hangzhou Maternity and Child Health Care Hospital), used to have won titles such as National Excellent Technology Worker of China, Advanced Individual of National Health Family Planning System in China, March 8^th Red Banner Pacesetter, National Excellent Cadres to Support Xinjiang of China, Zhejiang Health Leading Talent and Zhejiang Outstanding Contribution Middle-aged and Young Expert. When she was elected as deputy of the 13^th National People's Congress of China, she said "To be a deputy of NPC is not only an honor but also reminds me of responsibility."

She is a brave pioneer in exploration. As a president, she pays attention to hospital management, clean and diligent governance, leads by setting an example and explores bravely. The hospital has been on rapid development under her leadership since the official launch of Hangzhou Women's Hospital on November 12, 2014. In 2016, the hospital passed JCI Accreditation with high scores as the first hospital to pass JCI Accreditation in Hangzhou and also the first specialty hospital for women to pass JCI Accreditation in Zhejiang.

She is a skilled and diligent expert with morality. In over thirty years, she has been working in clinic, teaching, scientific & research in Department of Gynecology and Obstetrics, boasting great talent and academic influence in the fields of diagnosis & treatment of gynecological endocrine diseases and infertility. She took lead in establishing Hangzhou Gynecological Endocrine Diseases Center, Hangzhou Perimenopausal Health Care Center. and Famous Doctor ZHANG Zhifen 's Studio to make contributions to further standardizing endocrine diseases such as infertility, polycystic ovary syndrome and perimenopausal syndrome as recognized by her peers and highly spoken of by her patients. Besides, she is also a very down-to-earth health disseminator. Professor ZHANG takes initiative in holding three or four continuing education classes and training classes for gynecological endocrine diseases (about 300 to 400 students in each class) in the nationwide every year, which provides a platform for doctors to communicate and learn. She also has delivered several hundred of scientific lectures in grassroots hospitals, schools and units so far.

She is a good tutor who devotes herself in work and never be tired of teaching others. As the leader of specialty and tutor of Ph.D., Professor ZHANG instructs and influences others by her word and deed. She presides over 30 scientific research projects such as National Nature Fund, Zhejiang Nature Science Fund, Significant Projects of Zhejiang Technology Ministry. Her scientific achievements such as over 90 theses published on the core periodicals at home and broad, including 12 of them collected by SCI, 9 monographs on gynecology and obstetrics she participated as the Chief Editor and 1 invention patent. She also takes the post as one of Presiding Committee, Deputy Presiding Committees and Standing Committee of 18 national, provincial and municipal level institutions such as CMA's Women's Health Institute Menopause Group and Gynecological Endocrine Professional Commission of Chinese Maternal and Child Health Association. The project Hangzhou Women in Perimenopausal Health Care and Climacteric Period and Early Menopause Comprehensive Health Management Strategy was rewarded the first prize in Zhejiang Medication and Health Science. In the eyes of students, she is a caring mother and a strict teacher who selflessly impart them knowledge and patiently teach them and also do care their life a lot.
