As an administrative and functional management department under the leadership of the president, Women Healthcare Department insists on taking group health care as the basis and giving priority to grass roots and prevention, provides female patients with public health services like health education and preventive health care, and carries out basic medical services related to women’s health while effectively fulfilling the responsibility of public health care management. 

The main duties include the following:

1. Mandatory task: complete the mandatory tasks given by the superior government and health administrative authorities. 

2. Policy establishment: master the health status of women in the city and its influence factors, assist municipal health administrative authority in formulating relevant policies, technological specifications and various rules and regulations for the maternal and child health work in the whole city.

3. Certificate management: carry out management on legal documents like Birth Certificate according to relevant national, provincial and municipal provisions and as authorized by the Health and Family Planning Bureau.

4. Project management: assist in the management, organization and implementation of major and basic public health service projects for women and children in the city.

5. Information management: responsible for the collection, analysis, quality control and reporting of information on maternal and child health monitoring, annual reports, and major public health service projects for women and children, etc.

6. Health education: responsible for guiding and carrying out women’s health literacy projects; carrying out the promotion and application of maternal and child health manuals; and organizing and implementing training in maternal and child health care techniques throughout the city.

7. Assessment and evaluation: inspect, assess and evaluate medical and health care institutions of all levels and natures in the city as entrusted by the municipal health administrative authority.

8. Related services: develop related services, including PMTCT Health Care Clinic, Pregnancy Nutrition Clinic, Breastfeeding Clinic, Midwife Clinic, mental health counseling and guidance.

Collect and analyze information on women’s health and propose interventions:

1. Maternal and infant safety: coordinated management of high-risk pregnant and lying-in women.

2. Birth defect monitoring

3. Monitoring of maternal and perinatal deaths

4. Management of projects to eliminate mother-to-child transmission of AIDS, syphilis and hepatitis B

5. Basic public health management of pregnant and lying-in women

6. Management of screening for cervical cancer and breast cancer

7. Management of women’s health annual report data

8. Guidance for informationization management of women and children

9. Promotion and application of Maternal and Child Health Manual APP

10. Management of birth certificate business

11. Work of Association for Improving Birth Outcome and Child Development and maternal and child health literacy

12. Guidance on whole process health management of grassroots women 

Apply preventive medicine and clinical medicine methods to study the physiological and psychological characteristics and influencing factors of women in different periods of life cycle, propose health care measures and carry out supervision and evaluation of women’s health services to ensure and promote women’s reproductive health and improve the quality of newborn babies.
