As a member of the Communist Party of China and political worker graduating from Journalism Department of Zhejiang University City College in 2006 and being granted On-Job Postgraduate Qualification in Philosophy from Party School of Zhejiang Provincial Committee of C.P.C in 2018.

SONG Xing has served as editor of Healthy Hangzhou (formerly known as “Hangzhou Health News”) of Health and Family Planning Commission of Hangzhou Municipality, Secretary of Youth League Committee, Deputy Director of Party Office and Director of Inspection Office of Hangzhou Hospital of Traditional Chinese Medicine and been awarded Hangzhou Excellent Cadre of Communist Youth League of China, Zhejiang Excellent Cadre of Communist Youth League of China, and the second prize with the paper Investigation, Survey and Countermeasures on Occupational Condition of Hangzhou Youth in Health Industry in the paper competition of Communist Youth League.
